Abstract


From the point of view of national strategy, preschool education is the foundation of our national education system, and is the cornerstone of national overall quality of building. Therefore, the quality and level of preschool education concerns the survival and development of a nation and country. In addition, from the perspective of personal development, early learning is not only the most rapid development period of human brain in structure, morphology and function, but also the most important stage to prepare learning habits of learning and behavior, social adaptability, good adaptability and body quality for primary school, and is the starting point of education. The right preschool education has a great role in developing the good habit of learning and behaviors, and in developing children’s intellectual and in the development in the future. Therefore, in view of the importance of preschool education on personal development and national strategies, many countries not only concern about the development of preschool education, and actively involved in, undertake and promote its development, and also see it as one of the important measures to protect its own competitive advantage during the era of globalization.However, in recent years, with the rapid development of higher education, and the nine-years of compulsory education universal, the development of preschool education has lagged behind both two above, and in contrast to other stages of education, preschool education has become the weakest link in the education system of our country, the importance of pre-school education has been largely ignored. While in foreign countries, preschool education as a quasi-public product, has strongly welfare colors. No matter from the fiscal and tax incentives and other aspects, the government has invested huge funds on preschool education, and in sharp contrast to China’s preschool education-lacking of government investment.Therefore, our country attaches great importance to the development of preschool education in recent years, preschool education has become the focus of government work, the focus of the public opinion. And what kind of role play, what is the next step in the development direction of preschool education, the government should assume what responsibility, what is the attribute of preschool education, how to make the preschool education financial investment and expenditure structure to develop the ability to achieve optimal configuration to achieve efficiency and fairness, are urgent problems to be solved, and also is this paper focuses of research. In this context, I conducted an in-depth survey on the present development of preschool education in Ji’nan, obtain first-hand data, and through data analysis, found problems in preschool education, actively explore the possibility of last measures to solve the existing problems, and promote the development of preschool education in Jinan. And provide beneficial reference for our country.
