Abstract
The reform and opening up started in 1978 is an important turning point in China 's political history of the development , it marks the end of the revolutionary era and the beginning of the construction of the modern stage of socialism with Chinese characteristics . From the point of view of political institutionalization , the level of political institutionalization of the reform era in China have been significantly improved . By combing the relevant literature , this paper considers the realization of political institutionalization fundamentally include two aspects : one is the optimization of the structure of the political system and improve the function , on the other hand , the political system legitimacy . These two aspects constitute an integral part of a the political institutionalization building component . After the founding of the PRC , China initially transplanted Soviet model of development , based on the experience of the Chinese revolution , Mao Zedong criticized the Soviet model , and has been transformed , but his hinder the normal development of China 's political transformation . Under the historical conditions in the early stages of reform , China's political institutionalized mainly reflected in the adjustment of structure and function in the political system and improve the process . This process includes three aspects : the decentralization of power within the party structure ; separation of party and government functions ; NPC autonomy and system performance improvement . The driving force of this process is not mainly from the economic and social factors , from the Cultural Revolution to return to a moderate interaction between the elite of the political arena . Elite interaction effect depends on three factors : the preference of the elite ; hierarchical action qualifications and elite of the elite . The different combinations of these three factors determine the evolution of the power structure of the political system of the early stages of reform . With the development of China's reform and power structure adjustment and improvement in the political system and not enough to guarantee the Chinese political institutionalization construction , how to attract the participation of the pressure caused by the reform increasingly become a Chinese political institutionalization construction process arduous task facing .
